Build common infrastructure
Develop the data, contractual and legal infrastructure that lets commons be tended across sometimes competing environments.
Sustaining a commons requires more than data: it needs stewardship and governance rules, contractual arrangements, clear legal responsibilities and conditions for access and reuse. It also requires attention to the political economy of platforms, whose ownership, business models and bargaining power shape the terms on which data can be accessed. Building this infrastructure once, carefully, and sharing it lets each place focus on its own questions: it is the standard that applies almost everywhere. The aim is to understand what enables a commons to be tended responsibly, not to prescribe a single model or claim an established ecosystem.
